Peltier Temp Differential MOPED Test

2 pcs. of Peltier is only 0.48VDC, with Ice water - it went up to .5+ VDC. I need at least 13.5VDC... How do I do it a very small engine without alternators.?... Peltier seems to be a very inefficient way to do it. Help! ...
